نامه اولادقباد به رئیس بنیاد رهبران سیاسی زن جهان: غزه بزرگترین زندان روباز جهان شده است

رویداد۲۴ فریده اولادقباد نماینده سابق مجلس و رئیس فراکسیون زنان در نامه ای به رئیس بنیاد رهبران سیاسی زن جهان، خواستار اقدامی عملی درباره جنگ غزه شده است. متن این نامه را که در اختیار رویداد۲۴ قرار گرفته در ادامه بخوانید:

«بسم الله الرحمن الرحیم
سرکار خانم هانا کریستیادوتیر رئیس بنیاد رهبران سیاسی زن جهان

شاهد گذران روز‌های سراسر بحران و آشوب در بخشی از مقدس‌ترین خاک زمین هستیم که در هر لحظه از آن جان ده‌ها و صد‌ها نفر از انسان‌ها قربانی استاندارد‌های دوگانه حقوق بشر است و ذات واقعی نظام سلطه در حوزه امپراطوری رسانه را به تصویر می‌کشد. 

سال‌هاست نهاد‌های بین‌المللی درباره محکومیت مناقشاتی که در غزه رخ داده که حکایت از جنایت‌های رژیم صهیونیستی است، سخن رانده است. مناقشاتی که بیانگر نقص صریح و اشکار موضوعی تحت عنوان حقوق بشر است، اما تاکنون این محکومیت‌ها و مطالبه‌گری‌های نهاد‌های بین‌المللی و کشور‌ها و دولت‌های مدافع صلح و امنیت توسط نهاد‌های ذی‌مدخل نادیده انگاشته شده و اقدام اثربخشی توسط آن‌ها صورت نگرفته است. 

مستحضرید که موضوع حقوق بشر به عنوان یک مفهوم اصیل، ارزشمند و حقوقی مأموریت‌های را به نهاد‌های بین‌المللی تکلیف کرده که توافق جمعی در سطح بین‌الملل بر آن وجود داشته و دارند، در این خصوص، منطبق با اعلامیه جهانی سازمان ملل متحد در باب حقوق بشر همه انسان‌ها فارغ از نژاد، ملیت و مذهب آزاد و با ارزش شناخته شده‌اند و حق زندگی دور از خشونت در سایه سار امنیت را به عنوان یک حق اولیه دارند.

حال آنکه در مسیر تاریخ پر فراز و نشیب نوار غزه به دلیل دیدگاه‌های خاص و گزینشی برخی نهاد‌های بین‌المللی، معنا و مفهوم حقوق بشر و آرمان‌های متعالی آن در ذهن مردم مظلوم فلسطین به خصوص کودکان و زنان و سالمندان پوچ و تهی شده است. 

امروز تاریخ بهترین گواه و شاهد برای تجاوز و اشغال‌گری رژیم صهیونیستی است، فجایعی که سرآمد آن تاکنون بیش از ۷ میلیون نفر آواره و پناهنده فلسطینی و هزاران و میلیون‌ها نفر کشته و زخمی برجای نهاده است. در این مسیر کودکان، زنان و سالمندان به عنوان آسیب‌پذیرترین قشر جامعه بیشتر لطمات و صدمات را تحمل کرده‌اند، زنانی که نیمی از جمعیت جامعه و مادر نیمی دیگر از جامعه هستند سال‌هاست در معرض طوفان مصائب این رژیم کودک‌کش بوده‌اند که در این خصوص فاجعه بمباران بیمارستان غزه توسط رژیم صهیونیستی خط بطلانی بر آخرین پناه امن این بی‌پناهان بود.

مستحضرید که ماده ۱۸ کنوانسیون چهارم ژنو تأکید بر این مهم داشته که بیمارستان‌ها نباید مورد حمله در هیچ شرایطی توسط دولت متخاصم باشد و در ماده ۱۹ این کنوانسیون تصریح شده که حمایت از بیمارستان‌ها نباید قطع شود. مستحضرید که این کنوانسیون در زمان تصویب و پس از آن انقلابی در عرصه مصونیت بیمارستان‌ها در جنگ ایجاد کرد که ما نباید اجازه دهیم این ایده که در ساحت یک قانون بین‌الملل به منصه ظهور رسید توسط متخاصمان پایمال شود. آنچه سابق بر این نیز توسط دولت‌های متخاصم در افغانستان و سوریه نیز نادیده گرفته شد و عدم برخورد قاطع جامعه بین الملل سبب بازتکرار آن در غزه گردید. 

این حقیقت قابل انکار نیست که حمله به بیمارستان در نوار غزه حمله به کنوانسیون ژنو است کنوانسیونی که مورد توافق و تأیید جامعه بین الملل است یقیناً فهم این مساله بسیار ساده است، اما عجیب آن است که امروز همین امر ساده بیش از هر زمان دیگری توسط رژیم کودک‌کش به چالش کشیده شده است. 

معتقدم مناقشات هفته اخیر در نوار غزه بی‌توجهی کامل به منافع مشروع مردم فلسطین و زنان و کودکان و سالمندان در نوار غزه است. باید در نظر داشت آن‌ها فرزندان و خواهران و برادران ما هستند و نباید اجازه دهیم با نابخردی و کورکورانه عمل کردن در ساحت بین الملل بر واقعیت‌ها پرده افکنده شود. مستحضرید که افکار عمومی جهان از مقطع صدور قطعنامه ۲۴۲ سازمان ملل متحد و ترسیم مرز‌ها در سال ۱۹۶۷ در انتظار یافتن راه برون رقت از تراژدی تاریخی فلسطین به سر می‌برد، اما عدم برخورد قاطع و عملکرد نهاد‌های بین الملل تحت تأثیر فضا جوسازی‌ها منجر به توسعه‌طلبی، اشغال‌گری و شهرک‌سازی و سرکوب‌گری درمناطق اشغالی شده است، به نحوی که غزه به بزرگترین زندان روباز جهان تبدیل شده است. 

امروز سکوت جامعه بین‌الملل در برابر نقض «اعلامیه حمایت از زنان و کودکان در شرایط اضطراری و مناقشه مسلحانه» با آگاهی از رنج‌های که زنان و کودکان در نوار غزه متحمل شده‌اند، استمرار سرسپردگی در برابر استعمارگری، نژادپرستی و سلطه‌گری است آنچه جنبش‌های آزادی بخش در سراسر تاریخ در صدد سرکوب آن بودند.

زنان و کودکان غیرنظامی و زنانی که در شرایط اضطراری و مناقشه مسلحانه در مبارزه برای صلح هستند در کنار حقوق اولیه زیست، حق تعیین سرنوشت خویش را دارند و نباید از پناهگاه، غذا، کمک پزشکی یا سایر حقوق غیرقابل انتقال مطابق با مفاد اعلامیه جهانی حقوق بشر، میثاق بین‌المللی حقوق مدنی و سیاسی، میثاق بین‌المللی حقوق اقتصادی، اجتماعی و فرهنگی، اعلامیه حقوق کودک یاسایر اسناد و مصوبه‌های حقوق بین‌الملل محروم شوند.

امروز انتظار می‌رود با مداخله جدی و قاطع اجازه ندهیم استمرار این بی عدالتی‌ها و نادیده انگاشتن حقوق بشر توسط متخاصمان به سایر حوزه‌ها نیز تسری یابد. سکوت در برابر این فجایع نقض و تهدید حقوق زنان و کودکان و سالمندان و خشونت آشکار علیه آنهاست، خشونت و پایمال کردن حقوقی که آثار روانی شدید آن در آینده دامن گیر جامعه بین‌الملل نیز خواهد بود پس تردیدی نیست که بر مبنای اصول انسانیت و اخلاق که دو اصل بنیادین در موضوعات حقوقی است باید با اجماعی در عرصه بین الملل و عملکرد در چارچوب حقوق بین‌الملل از امروز با حمایت بیشتر از آسیب‌پذیران به فکر آینده و امید‌های فردا بود.

We are witnessing the passing of days of crisis and chaos in a part of the most sacred land of the earth, where tens and hundreds of people's lives are victims of the double standards of human rights at every moment, and it depicts the true nature of the domination system in the field of the media empire. For years, international organizations have spoken about condemning the conflicts that have occurred in Gaza, which are indicative of the crimes of the Zionist regime.

Controversies that express clear and obvious flaws in the issue of human rights, but until now these condemnations and demands of international institutions and countries and governments defending peace and security have been ignored by the relevant institutions and no effective action has been taken by them.It is confirmed that the subject of human rights as a genuine, valuable and legal concept has assigned missions to international institutions that have been and are collectively agreed upon at the international level, in this regard, in accordance with the United Nations Universal Declaration of Human Rights All human beings regardless of race, nationality and religion are recognized as free and valuable and have the right to live away from violence in the shadow of security as a basic right.

However, in the course of the ups and downs of the history of the Gaza Strip, due to the special and selective views of some international institutions, the meaning and concept of human rights and its lofty ideals have been nullified in the minds of the oppressed Palestinian people, especially children, women and the elderly. Today, history is the best witness for the aggression and occupation of the Zionist regime, the tragedies that have resulted in more than 7 million Palestinian refugees and displaced people and thousands and millions of people killed and wounded.

In this way, children, women and the elderly as the most vulnerable sections of the society have suffered the most damages and injuries, women who are half of the population of the society and the mother of the other half of the society have been exposed to the storm of sufferings of this child-killing regime for years. The tragedy of the bombardment of the Gaza hospital by the Zionist regime was a nullification of the last safe haven of these homeless people.It is noted that Article 18 of the Fourth Geneva Convention emphasizes the importance that hospitals should not be attacked under any circumstances by a hostile government, and Article 19 of this convention states that support for hospitals should not be cut off.

It is acknowledged that this convention created a revolution in the field of immunity of hospitals in war when it was approved and after that, that we should not allow this idea that emerged in the field of an international law to be trampled by the belligerents. What happened before was also ignored by the warring governments in Afghanistan and Syria, and the lack of decisive action by the international community caused it to be repeated in Gaza.

The fact cannot be denied that the attack on the hospital in the Gaza Strip is an attack on the Geneva Convention, a convention that is agreed and approved by the international community. Of course, it is very easy to understand this issue, but it is strange that today this simple thing is more than ever before by The infanticide regime has been challenged.

I believe that the conflicts of the last week in the Gaza Strip are a complete disregard for the legitimate interests of the Palestinian people, women, children and the elderly in the Gaza Strip. It should be kept in mind that they are our children and brothers and sisters and we should not allow the facts to be covered by blindly acting in the international arena. It is noted that the public opinion of the world has been waiting for a way out of the historical tragedy of Palestine since the issuance of the United Nations Resolution 242and the drawing of the borders in 1967 but the lack of decisive action and the performance of international institutions under the influence of the media environment and atmospheres lead to Developmentalism, occupation and settlement building and repression have taken place in the occupied territories, in such a way that Gaza has become the world's largest open prison.Today, the silence of the international community against the violation of the "Declaration on the Protection of Women and Children in Emergency Situations and Armed Conflict" with the knowledge of the sufferings that women and children have endured in the Gaza Strip, the continuation of submission to colonialism, racism and domination is what the freedom movements Sections throughout history sought to suppress it Civilian women and children and women who are fighting for peace in emergency situations and armed conflicts have the right to self-determination in addition to basic life rights and should not be deprived of shelter, food, medical assistance or other non-transferable rights in accordance with the provisions of the Universal Declaration of Rights. Humanity, the International Covenant on Civil and Political Rights, the International Covenant on Economic, Social and Cultural Rights, the Declaration of the Rights of the Child or other documents and resolutions of international law.

Today, it is expected that with a serious and decisive intervention, we will not allow the continuation of these injustices and the disregard of human rights by the belligerents to spread to other areas as well.
